Electricity Cd Rom

is SATA drawing up too much electricity?
I put a new SATA hard disk and computer won´t start. My power supply is 420W and I have connected a DVD-ROM and a CD-ROM and an IDE hard drive. So, I think that there should be enough power supplied by the power supply. Disconnecting power to the SATA drive and computer starts beautifully.
Unhook the SATA drive and boot into Windows and download SpeedFan. It will tell you your voltages. If any are low, you will probably need a new power supply. A good 350W power supply will probably do better than a very cheap 480W power supply.
